Manager, Global Infrastructure Programs
The Manager will collaborate across technical, geographic and institutional boundaries to help design and deliver development solutions to a diverse range of clients. The Manager is responsible for:
Strategic Direction
Provide a coherent and strategic direction to the 3 global programs in concert with the objectives of the Maximizing Finance for Development (MFD) framework and the Sustainable Development Goals;
Strengthen the impact of the trust fund facilities through a rededication to the objectives, including improved access, quality and affordability of basic infrastructure services, with sustainability criteria李龙吟 , including the strengthening of environmental罗卡定律 , social and governance cross-cutting themes, such as gender-impact, climate co-benefits斗鱼洛天神, and transparency and disclosure;
Play a key role in bi-annual/annual donor meetings for each trust fund.
Donor Relations & Resource Management
Design and implement a resource development and donor-relations strategy that supports the MFD framework, the IPG goals and the needs of the of the 3 Global Programs within IPG
Maintain a positive and constructive relationship with all donors in coordination with trust fund heads;
Identify potential areas of synergies across the programs;
Seek efficiency and consistency in the management of the global programs by implementing a plan that integrates the support functions of the global programsca935 , including monitoring & evaluation, communications, reporting, procurement, trustee relations & fiduciary management;
Bring consistency and complementarity to the cross-cutting functions of the programs, including, inter alia, knowledge, capacity building and support to transaction design.

3) mentoring/ guiding team members on their career paths:
Communication:
Build the profile and impact of the facilities with a strengthened communications strategy, and through outreach and dissemination

Selection Criteria:
Advanced university degree in Business, Finance, Economics, Engineering, or related discipline, plus 15 years of relevant experience (see below), or PhD plus 12 years of relevant experience.
Recognized expertise in the development曲无忆 , design and/or implementation of infrastructure PPPs, in the upstream areas related to regulation, market and financial structure and/or downstream in transaction support.
Proven experience in designing and implementing a successful organizational strategy that brings together disparate teams.
Proven experience in resourceful development.
Experience of working with various types of development partners.
Experience in living and working in a developing country.
Work experience with at least one or many of the Global Infrastructure Program donors.
Outstanding interpersonal, diplomatic and partnership skills and proven ability to work in a collaborative environment with team members and across organizational boundaries.
Excellent organizational skills and demonstrated ability to lead a wide range of tasks.
Proven record of management and ability to effectively lead and manage teams and to manage programs with a strategic vision and strong operational focus.

Senior Disaster Risk Management Specialist
The duties involve focus on operational aspects of our financial services, including leading preparation and implementation support related to project preparation and supervision, as well as technical assistance, with a particular focus on disaster risk finance, in Latina America and the Caribbean:
Lead and/or participate in task teams to deliver deliver disaster risk reduction investments/components, emergency recovery loans, CAT-DDO operations, DRM technical assistance programs,
Lead and/or participate in preparing analytical and advisory activities, and develop new business opportunities in the DRM and urban development areas, in Risk Financing, Risk Identification or other DRM related area;
Lead and/or contribute to policy dialogue and just-in-time advisory work disaster risk management, emergency responses, and urban development; lead or contribute to in-country stakeholder coordination in the sectors.
Lead trust fund proposal preparation, manage trust funds, lead supervision of grant financed activities; Lead technical assistance related to risk management;
Provide operational leadership on projects in a dynamic environment where there is client demand for solutions to disaster risk management and urban development; keep updated of the needs of clients and be proactive to provide better, faster and better targeted client response; and engage with clients and other stakeholders to increase their support and understanding of project-related Bank’s policies.
Lead and/or contribute to the sector dialogues in the country and provide just-in-time advisory work in business development and policy reform;
Participate in professional development and knowledge sharing activities in the SURR Practice and contribute specific knowledge both within the assigned countries and in the World Bank;
Contribute to the urban and DRM team in LAC, facilitating team building, learning and knowledge sharing, collaboration and synergies.
Provide coaching mentoring on-the-job to junior team members.
Selection Criteria:
Advanced degree (PhD or Master's) in disaster risk management, water resource management, urban planning, engineering, infrastructure, economics, insurance or related field with eight years’ experience, or equivalent combination of education and experience.
Past experience in lending operations/investment projects in DRM issues including emergency management, risk financing, risk reduction would be an asset.
Past experience in policy dialogue in complex DRM and urban development issues and in the area(s) of focus would be an asset.
Excellent organizational and task management skills, with appropriate attention to details and ability to prioritize work among multiple competing demands, and under tight deadlines.
Written and spoken fluency in English and Spanish is a must.

Sr. Economist, Financing for Development
The selected candidate will have the following responsibilities:
Provide high quality support to the Senior World Bank Management on matters regarding development finance approaches and matters concerning the global development finance architecture.
Provide intellectual leadership in the Financing for Development team, which is comprised of a Senior Financial Specialist (vacant), a Financial Officer, and a Program Officer.
Drive the development of a select number of mobilizing initiatives across the Bank, based on identification of demand and in close coordination with relevant actors in IFC, MIGA and the WB.
Contribute to the technical design and organization of specific external events around the FfD Agenda, in particular the annual Development Finance Forum
Support Country Directors and -Managers in providing Financing for Development perspectives in their interactions with client governments, civil society and private sector (including business associations and Chambers of Commerce).
Coordinate the team’s input for the MDCFO in his review of strategic Bank documents and strategies, including the SMT preparation.
Provide intellectual guidance in the development of long-term metrics to measure success/failure of mobilizing approaches in the Bank.
Support Finance Partner VPUs in the development of their products and partnerships, to ensure the incorporation of Financing for Development perspectives in these outputs.
Represent the Bank and the Group in the various UN platforms around Financing for Development and the 2030-Agenda, in particular the Inter-Agency Taskforce (IATF). Be a trusted partner in the IATF and influence the deliberations in this forum.
Selection Criteria:
The successful candidate would be expected to have the following general attributes:

A Master’s degree in Economics/Finance is required. A minimum of 10 years work experience across the private and public sectors.

Multilateral Development experience is a plus.

Program Manager,Public Private Infrastructure Advisory Facility
The Program Manager will collaborate across technical, geographic and institutional boundaries to help design and deliver development solutions to a diverse range of clients and is responsible for:
Implementation of the Strategy and Business Plan for FY18-22 approved by the donors. The Strategy focuses on developing a programmatic approach, building partnerships and scaling-up delivery for sustainable private participation in infrastructure, with a view to documenting and maximizing PPIAF’s impact;
Liaise with existing and potential donors to mobilize resources for PPIAF’s technical assistance and knowledge management activities, in concert with the strategic priorities of the IPG Group;
Provide technical and administrative support to the Program Council and prepare all related reports and meetings;
Lead the development of PPIAF's resources and technical capacity commensurate with client demand as well as World Bank Group and donor interests.
Manage the allocation of PPIAF resources and the implementation of PPIAF’s technical assistance activities with a strong emphasis on orientation towards clients, co-financing donors and development outcomes;
Manage the grant-making process and the portfolio of grant-funded activities to ensure alignment with strategic goals and oversight of fiduciary, social and reputational matters;
Liaise with existing donors on all matters related to the Program胶水双核 , including requesting approvals and mobilization of resources for PPIAF’s technical assistance and knowledge management activities.
Lead the PMU team in Washington DC and field offices (currently Nairobi, Dakar, and Singapore), to deliver a high quality and demand responsive technical assistance, including supervising team members and conducting performance evaluation.
In consultation with relevant stakeholders within the WBG, decides on the best use of internal and external resources for maximum client and developmental impact.
Is accountable for delivering the agreed upon work program through cost-effective use of resources (human and budget) within the agreed parameters and in compliance with internal controls and policies, and ensures timely delivery and overall quality of the GP’s outputs.
Contributes to the development and representation of PPIAF as a source of knowledge and technical assistance in the field of public-private infrastructure investment and service delivery;
Contributes substantively to the global debate on the role of private sector in the financing and provision of infrastructure through its knowledge and advisory products
